Whitewater - The “Hydropower Policy Modernization Act” recently passed gives Federal Energy Regulatory Commission's (FERC) more authority to decide on how a FERC licensed dam should function taking into account natural resource issues related to water quality, fish, water flows, recreation, wildlife etc. This is not good as it makes sense for State, federal and tribal agencies who have more experience and expertise in managing rivers to continue to make decisions on this matter. Else these rivers' would be ignored and left in the mercy of river damaging dams.
