Thank you guys! I just took picutres of the molds build up lately thats we has been an issue for more than 10 years. We told the Landlord if they do want to increase the rent They need to make sure the place is liveable. We began our searching for new place it is ridiculous. Even those considered dangerous neighborhood is too steep. We saw a nice place around antioch, ask my coworker that lives there the commute isnt that bad. Bart is 40 pitsburg to SF and 15-20 minutes pitsburg to antioch. Here some pics of mold build up.

Really sorry to hear this dude.
Those mold pics look seriously sketchy. The last place I rented from 2000-2005 was a 850sq/ft, 1bd, 1bath house. It had mold like that (among other issues). There was a lot of illegal/unpermitted stuff at that house, but the owner was my boss so I couldn't just call him out on it without impacting my job. Was kind of like indentured labor for a while. We loved the place though, and tried to buy it multiple times, offering mid 400k and they just acted insulted. Finally we just got sick of the "dangling carrot".

The owner sold it "as is" in 2005 for $695,000. Insane. Gave us 30 days to leave and we had a big fight about it. The new owners were super cool and gave us 90 days of renting, which gave us the time to close on our own house.

We were really lucky (or not depends on how you look at it) and were able to buy a 2bd,2bath house for less in the same general neighborhood. It has been at times a terrifying struggle to hold it, but now after a dozen years it finally feels worth it.

Don't live with mold issues.  Not worth the health problems period. 

As for new owner and foreclosure.  Was it a short sale or auction?  Usually if there is a tenant in the house the bank will notify the tenant along the way and I thought tenants had first right to buy.  Something feels off with the sale. 

As for the mold.  I would pay for it to be removed before ever paying the rent if the landlord refused.  Even if it's just covering with mold killing paint until you can move. 

Good luck brother.  We had to move once because of an abrupt house sale that we were told we could buy when we were ready.  But that deal went to crap when one of the owners died and the family trust forced a sale.  We lived in our RV for 4 months until we could find another property so feel your pain.  Now looking back leaving that house was a good thing.

That sucks.  More of a big picture thing, but my only advice is to take a good hard look at your expenses and tighten up as much as possible, cable, vehicles, everything.

Move out of that moldy nightmare and come out to the east bay. Cheaper rent, bigger homes, plenty of parking.

Bass fishing is close by, with the delta, lake berryessa, san pablo reservoir all within an hour drive. If you crave the salt, hmb is an hour away, and bean hollow and pigeon point are about 90 minutes away.

Squat, pay nothing it will at least take the new owners 6 months.  Their money and their time to get you out of there.  If you have PG&E in your name you have residency.  Make them pay to get you out.  In the mean time save up for a spot somewhere.  That's what they do here in the east bay.

And damage your ability to rent a house you want
Look at it like this how long will you work for your boss if he won't pay you
Normally a house is to live in or to make money and the new owner has not done anything to you but squatting hurts he pockets

Yea he has the option to rent at a seven hundred dollar a month increase.  Plus lawyer fees and what nots.  Certainly he can go the route of court and pay 10% more plus lawyer fees and time in courts.  The new owners raised his rent 700.00.... to me that is pretty painful.

Got back from SF Tenant Union. There is no need to ask for rent reduction. This needs to go to court. Theres no question it is a harmful molds. I need to request get it inspected and have notes from inspector what need to be done. During the repair we will be moved and landlord will every from moving to returning.

I would caution about who you contact about the mold unless you are ready to move out within the hour.  An inspector could condemn the building for occupancy until it's cleaned up.  Meaning you'll be out on your arse.  Red Cross might help you out for a day or three, but after that, I don't know.

Thats not what the counsel told us. If the place needed to be vacant. It is the Landlord responsibility to find us a temporary place until all issues are resolve.
